Know some one who wants to go on the mailing list? To find out about all the activities that are taking place on Pan? Contact Tina Byers on 814 260.
Pan sits on the east side of Newport which is in the centre of the Isle of Wight situated in a valley either side of the River Medina. It is a ward of just over 1270 houses, its borders reaching from Staplers to St Georges Way and from Burnt House lane to Buckbury and Long Lane.
The majority of the ward has built up post war between the 1940-1970’s although some of the earlier parts of Pan, in particular Barton (also referred to people as Barton Village) date back as far as 1898.
A pathfinder is a government initative which
was introduced by the former Office of the Deputy Prime Minister - now
the Department of Communities of Local Government (CLG).
Their mission statement is: ‘To
create prosperous, inclusive and sustainable communities for the 21st
Century; places where people want to live, which promote opportunity
and a better quality of life for all.’
Pathfinder schemes are encouraged to try out new approaches when it
comes to neighbourhood renewal without the fear of failure. This gives
the opportunity for innovative work on Pan which could also benefit
other communites across the Isle of Wight.
Pan is one of only 35 Pathfinders nationally. The case for awarding
pathfinder status to Pan was prepared by the Isle of Wight Council
(IWC) with the assistance from the local community between 2001 and
2004.
Pan was chosen for two reasons: First
- statistics highlight a number of areas where pan is disadvantaged
compared to the rest fo the UK and Isle of Wight, including:
Income - Health - Education
Second
- the planned development of new homes next to Pan is of particular
interest to the CLG. Tackling the issues of integrating new and
existing communities is a national issue and monitoring how this
process unfolds on Pan is an opportunity to gain valuable information
and identify lessons to be learned.
A total of £2.65 million has been allocated to the Pathfinder.
The funding comes from the CLG via the Safer Stronger Communities Fund.
This funding stream forms part of the Isle of Wight Local Area
Agreement (LEA) through which the allocation of the Pathfinder is made.
The money is not received in a lump sum but is drawn at intervals.
The Pathfinder for Pan is called Pan Neighbourhood Partnership.
Pan Neighbourhood Partnership is run by a Board made up of elected
residents, the local councillor, service providers (including local
housing association, Police and a faith representative), local
community and business representatives. All Board members are
volunteers but make key decisions on how funding is spent.
The Partnership also has a staff of seven people that run the day to
day operations and provide advice and guidance for the board.
The Isle of Wight Council (IWC) is the accountable body for the
pathfinder which makes sure that the pathfinder works within the law,
but has no power over how funding is spent.
